River Safety Strategy

New Zealand River Safety Education Strategy 2009–2015

The New Zealand River Safety Education Strategy (the Strategy) is designed to facilitate a co-coordinated, consistent and coherent approach to providing national river safety education.  It has been developed to align with the New Zealand Water Safety Education Framework.

The Strategy, its implementation plan and supporting resources will be used by Water Safety New Zealand (WSNZ) and its member organisations to develop their river safety education programmes. It is available to any organisation or individual engaged in providing river safety education or leading activities in, on or around rivers.

The key components of the strategy are:

  • A set of 10 national key river safety education messages (and supporting messages) that can be used in any combination to relate to any specific activities in, on or around a river
  • A toolkit of resources for educators (and students) – link to toolkit resources
  • Professional development for river safety educators, particularly those educating 10–17 year olds and novices
  • A set of guidelines of relevant competence to provide river safety education in certain levels and activities
  • Target groups for education and resources (focussing on students aged 10–17 years old and at the novice level).

Key elements involve educating on, and learning about:

  • Understanding river features
  • Crossing rivers
  • Survival swimming with and without a PFD
  • River swimming, jumping and diving
  • Critical decision making and risk assessment.
